  1. I received a parking ticket, what do I do?

  2. I’m commuting to New York, what are my parking options? 
    You can park daily at:
    • South Norwalk Train Station –7 days/week
    • East Norwalk Train Station Saturday and Sunday only
    • Or apply for permit; click here
  3. Is there daily parking at the South or East Norwalk Train Station? Yes, daily parking fee for the:
    • South Norwalk Train Station is $12 per day
    • East Norwalk Train Station Monday through Friday, permit only parking. Saturday through Sunday, parking fee is $8.00 daily
  4. Does Norwalk boot cars?
    Yes, when you have two or more outstanding parking tickets.
  5. How long can I stay in an on-street parking area? 
    The posted time limits are typically 2 hours. Except long-term meters on Monroe and Madison Street.
  6. If I display a handicap permit do I have to pay? 
    Yes, you still have to pay for parking.
  7. Does the permit guarantee a parking space?
    No, we do not assign parking spaces. A monthly permit offers parking at a discounted rate on a first come first serve basis.
  8. Do I have to be a Norwalk resident to get a monthly permit?
    No, there are no residency requirements.
  9. When are the on-street parking meters enforced?
    The hours of operation are between 8 a.m. and 9 p.m.
    Additionally, there is enforcement on Sundays and the major holidays: New Year’s Day, Memorial Day, July 4th, Labor Day, Thanksgiving Day and Christmas Day. On-street parking is enforced on minor holidays when City Hall is closed: Martin Luther King Day, President’s Day, Good Friday, Columbus Day, Veteran's Day and the day after Thanksgiving. This follows the same operation as garbage collection.
  10. What are the hours of operations for parking lots and facilities?
    All off-street parking garages and lots are 24/7 including holidays.

  12. What are the hourly payment options at the facilities?
    You can:
    • Pay by cash, credit card or coin at all of our facilities except at the East Norwalk Railroad Station where we only accept pay by smart phone on the weekends
    • Pay by phone at all our facilities. Click here for more information.
    • Pay by plate at all our off street facilities
  13. Is there dedicated, secure parking for bicycles at any of the parking facilities? Are there bike racks?
    There are secure bike racks at a number of facilities. They are at the following locations:
    1. South Norwalk Railroad Station – State Street/Westbound side and on the Eastbound side, both adjacent to the building
    2. East Norwalk Railroad Station – Westbound side next to the concession building
    3. Maritime Garage – inside on the first floor at the Water Street entrance.

Please be aware that there is NO PARKING IN THE FOLLOWING NORWALK PARKING AUTHORITY FACILITIES BETWEEN 2AM-6AM DURING ANY SNOW STORMS:

  • Haviland Lot-Upper Level Only
  • Webster Lot
  • North Water Lot
  • East Norwalk Railroad
  • South Norwalk Railroad (All Open Lots) & Roof
  • Main Street Lot
  • Wall Street Lot

Any predicted snow accumulation that requires plowing is considered a snowstorm. Please check weather reports and make arrangements ahead of time to park or store your car either at one of the Parking Authority’s garages or elsewhere. This is necessary for us to adequately clear the parking facilities and adjacent sidewalks.

Mission

Parking Business

The Parking Authority meets at the Maritime Garage Customer Service Office at 11 North Water Street the fourth Wednesday of every month, except when noted.

Paying or appealing your ticket on time is important. Penalties are imposed for fines not paid promptly, pursuant to section 98-22 of the Norwalk Code:

Parking Projects

The Parking Authority is often involved in a number of collaborative improvement initiatives and development projects in Norwalk. Current projects include:

2017 Capital Improvements

June 2017

Haviland Street Parking Garage

New LED lights will be used to retrofit existing pole lights, SNEW provided a $6K incentive rebate towards this project. All the fixture installations have been completed.

Yankee Doodle Garage

The new elevator is completely functional. The new glass has been replaced and all existing glasses have been cleaned. Trans-Clean has completed power washing the garage exterior. The contractor will start working on the lighting façade installations on Monday June 19th. The work is expected to be completed by the end of July.

South Norwalk Railroad Garage

Merritt Construction has begun repairing the cupolas on the eastbound lobby roof. They have replaced all existing wood siding and trimming with new material. Merritt Construction will be replacing three broken glass panels on the cupolas, a change order for the work is being processed.

East Norwalk Railroad Station Temporary Lot

The temporary commuter lot is now complete and open for permit parking.

Facility Improvements 2016-2017

Parking Capacity Study

Issues around parking in Norwalk have been rising to the surface. The Mayor, the Redevelopment Agency and the Parking Authority are being approached by local businesses and residents requesting assistance to accommodate increasing demand for parking. It has become clear that these requests can no longer be handled singularly, but must be considered in the context of an overall parking capacity plan for the City.

The Parking Authority, along with representatives from the Mayor’s Office, the Redevelopment Agency, the Library and the SoNo and Wall Street Task Forces, will commission an in-depth parking capacity study and strategic parking plan. The study will involve a comprehensive inventory of Norwalk’s current public and private parking stock, as well as analysis of future parking needs, including a recommendation on the potential need for capital investment in additional surface or structured parking.

The goal of the study is the development of a citywide strategic parking plan to provide the City and the Parking Authority with a framework that helps articulate and clarify a vision and approach for parking in Norwalk. The aim is to come out of the planning process with a plan that will serve to align policy-makers, city staff, residents, business and property owners so that parking goals outlined in the plan are shared and reflect a common vision for the city as a whole. The plan will explore innovative strategies and parking values from a variety of users’ perspectives so that the implementation tools outlined in the plan can be used by all stakeholders to achieve the best parking plan possible. It is our intent that the study and resulting plan will be used to inform the Planning of Conservation and Development process.

Yankee Doodle Garage Lighting Façade Project

As part of the ‘Art in Parking Places Program’, The Parking Authority received funding to create an illuminated art installation on the façade of the Yankee Doodle Parking Garage. The Garage, located in the Wall Street District, overlooks the Norwalk River. This installation, planned for spring/summer 2017, will be located on the outside wall where the entrance of the garage is facing the corner of River Street and Burnell Boulevard. The project is expected to transform the Yankee Doodle Garage into an artistic centerpiece in the Wall Street area as well as provide security and wayfinding through its unique lighting design.

Head of the Harbor North/Main-Parking Lot

The Main/High Street Parking Lot is slated for redevelopment as part of the project, called Head of the Harbor North. This will create a mixed-use development that combines new construction and historic restoration to include housing, restaurants, retail establishments and office space. The project will preserve the existing 91 public parking spaces, but will require temporary alternative parking plan during the construction. See below for public meeting notes and updates.

Maritime Garage Gallery, January 29th to May 11, 2018

THEME:

Every picture tells a story, it can communicate to anyone in the world a complex idea with just a single image, no translation needed. Maritime Garage Gallery is seeking work that captures how you would communicate your stories, emotions, concerns, memories, and ideas about life, nature, hope, world events, humanity, etc. into works of art.

  • Up to 5 pieces are allowed. Most mediums accepted with the exception of pedestal sculpture. Works less than 48" wide and less than 84" high properly wired ready to be hung.
  • JPG entries for consideration uploaded at 300dpi. Flles must be sized to 1920 pixels in largest direction.
  • If work is accepted, artists are responsible for shipping costs to and from the Gallery.
  • A non-refundable submission fee of $35 payable online via PayPal, Credit or Debit.

  • Submission deadline: Saturday, December 16th, 2017
  • Notification: December 27th, 2017
  • Selected artwork must be dropped off for installation between January 8 to 13, 8:30 am - 4:00 pm

  • Artwork pick-up: May 14th to 16th, 2018, from 9:00 am – 4:30 pm
